The Withdrawal Agreement has been agreed, setting out the terms of the UK’s exit from the EU, but a major a sticking point in negotiations was the Irish border.
The Northern Ireland protocol was introduced as a solution, which allows people and goods to cross the border without checks, as EU custom rules still apply in Northern Ireland.
Article 16 is part of the protocol. It allows the UK or the EU to suspend parts of the protocol that they think are causing economic, societal or environmental problems.
But it should only be used as a last resort, when both sides are unable to agree on a joint approach to solving the issues. So, why did the EU trigger it?
