Foreign Secretary Dominic Raab MP has responded to growing frustration over the new tier systems in England, setting out the five criteria for deciding on tiering allocations, including the prevalence of the virus and testing rates.
However, the minister added that the decisions are ‘ultimately, a question of judgement’.
