EU leaders are discussing possible sanctions, after Belarus diverted a passenger jet in order to arrest a journalist.
But will strong rhetoric in Brussels turn into real action?
Little appeared to change after the country’s much-disputed Presidential Election, which the UK, US and EU all said was effectively rigged by leader Alexander Lukashenko.
Many put that down to the links between Lukashenko and Russia.
