Dr Jenny Harries, deputy chief medical officer for England, highlights an "extraordinarily rapid rise" in COVID-19 cases in the UK, driven by a new variant of the virus.
Two graphs illustrate that the previous tier system was 'proving effective' in supressing the original coronavirus variant, which first hit the UK in March - but that the new, more infectious, variant requires stricter measures.

More swathes of the South, East and southeast of England are to go into Tier 4 coronavirus restrictions.
Health Secretary Matt Hancock said the move was needed to stem the spread of coronavirus and the new variant of the infection.
London and many parts of the South East are already in Tier 4, which means they cannot leave the area or mix indoors with other households.
And Mr Hancock said two cases of a new, 'more transmissible' COVID-19 variant linked to South Africa have also been identified in the UK.

Housing Secretary Robert Jenrick tells Sky News some parts of the country could go into a Tier 4 lockdown from Boxing Day if the COVID-19 figures require it.
Millions in London and much of the South East are in Tier 4, which means they cannot leave their local area and must not meet other households indoors.
But rising virus figures across the country mean that other regions are also at risk of having their Christmas and New Year disrupted.

Far-left Rep. Alexandria Ocasio-Cortez and conservative firebrand Sen. Ted Cruz found rare common ground this week, agreeing that lawmakers didn’t have enough time to read the massive coronavirus relief bill before voting on it.
“This is why Congress needs time to actually read this package before voting on it. Members of Congress have not read this bill. It’s over 5000 pages, arrived at 2pm today, and we are told to expect a vote on it in 2 hours,” Ocasio-Cortez tweeted late Monday after the $900 billion bill was approved.
“This isn’t governance. It’s hostage-taking,” she said, referring to a provision in the bill that would make illegal streaming for commercial profit a felony.
Less than an hour later, Cruz tweeted: “@AOC is right.”

A New York journalist fell in love with infamous “Pharma Bro” Martin Shkreli and upended her “perfect” life for him — quitting her job and divorcing her husband, she revealed in a new report.
Former Bloomberg News reporter Christie Smythe, 38, opened up about her relationship with the convicted fraudster for the first time in an Elle magazine article published Sunday.
“I fell down the rabbit hole,” Smythe told the mag of her life-altering romance with Shkreli, 37 — who is serving a seven-year sentence for scamming investors in hedge funds he operated.
“I’m happy here. I feel like I have purpose,” she gushed.
But their love story may not get a happy ending. Smythe hasn’t seen her beau in over a year because of COVID-19 safety protocols at prisons.
