Policing Minister Kit Malthouse has told Sky News he admits that rape conviction rates are “disgracefully low”, acknowledging that “there is a problem” with violence against women and girls.
Mr Malthouse was speaking ahead of the Home Secretary’s conference speech where she’s expected to tackle the issue.
