Triumph for PC’s widow as ‘Harper’s Law’ gets government backing

A campaign by a police officer’s widow to give mandatory life sentences to the killers of emergency service workers has been backed by the government.

Newly-married PC Andrew Harper was dragged to his death by three men towing a bike who were trying to escape the police.

Lissie Harper said ‘we owe’ frontline workers and that’s what’s fuelled her work to have ‘Harper’s Law’ passed.
