The Northern Ireland protocol was introduced as a solution, which allows people and goods to cross the border without checks, as EU custom rules still apply in Northern Ireland. Article 16 is part of the protocol. It allows the UK or the EU to suspend parts of the protocol that they think are causing economic, societal or environmental problems.
